Anti Encroachment Drive on Water Bodies: A Course Correction Indeed!

The government has at last awoken from a profound sleep that persisted for decades in order to clear the encroachments on the water bodies throughout Kashmir. The concerned departments have finally made a much-needed move, whether it be removing encroachments from Doodh Ganga Nallah, the banks of the Jhelum River, or numerous other water bodies in other Valley districts. The truth is that because of poor urban planning, water bodies were eventually filled in and a once-natural pathway was obstructed, which led to a number of additional issues that proved challenging for the government to solve. Over time, the anti-encroachment drive that is about to start to recover the lost water bodies will prove to be favourable to people. There is a hope, at least.

While the decision must be appreciated, several queries need to be raised at the same time. Many buildings, both commercial and residential, have grown by encroaching on water bodies. In contrast to the numerous constructions that have obtained the necessary building permits, particularly in the case of commercial structures, many other buildings and set ups have appeared out of nowhere. Who issued the NOCs for them to erect houses there? Why didn’t the involved departments act promptly if these areas had been notified? Who on earth permitted these residences and commercial buildings to have the required hookups for power and water? Why did it take the involved departments so long to take action if they were fully aware of the infractions occurring?

Water bodies and other channels, such as Doodh Ganga Nallah, have got their importance and the issues of drainage and urban flooding presented as a monster, deflated tall claims of the authorities concerning having a proper set-up for stormwater management. The Doodh Ganga Nallah in Srinagar plays a crucial part in the efficient management of stormwater, the prevention of urban flooding. Better late than never; now that the relevant authorities have started the necessary action, they must see to it that it is carried out to the point where the Doodh Ganga Nallah is restored to its former state. Additionally, it must be ensured that it serves the intended goal. It should not be an exercise in vain.

While it is expected that the authorities will execute what they are aiming for the betterment of the people, there is also a need for carrying out similar anti-encroachment drives in and around Khushal Sar, Gilsar and Anchar Lake—these water bodies have been eaten up to a large extent, their navigational channels blocked, which, as a result, has ended up in choking these historical and ecologically important urban water bodies. These steps, which should have been taken much earlier, will surely benefit the people and will also ensure that a number of problems which the city is facing are solved. More so, the authorities need to ensure course correction concerning urban planning.
